The Information Technology (IT) Governance Committee within the Australian Computer Society (ACS) serves as a cornerstone of strategic leadership and accountability in the management of technology across Australia. Comprising distinguished professionals, industry experts, academics, and policy specialists, the committee is dedicated to advancing best practices in IT governance, risk management, and digital stewardship.

Joyce Chu

 

Chair

 

Joyce Chu works at the intersection of digital governance and change implementation, with a focus on digital health ecosystem governance. Her recent work spans researching public health information systems in rural and remote Southeast Asia, co-authoring a national integrated clinical pathway, and designing a workforce governance model that enables Continuing Medical Education (CME) delivery across 19 countries. She serves with the University of Sydney Business School, Techies Without Borders, the ACS NSW Branch Executive Committee, and the ACS IT Governance Committee. Her interests include digital inclusion, translating strategic governance into implementable controls and adoption at scale, and the responsible uptake of emerging technologies grounded in ethics and public value.

Mohamed Ramadan

Mohamed Ramadan is a highly skilled IT professional with over 15 years of experience in IT service delivery and governance. As a new representative member of the ACS IT Governance Committee, he brings a wealth of expertise from a career dedicated to establishing and optimizing IT service frameworks, driving continuous improvement, and fostering operational excellence.

His professional background includes a long tenure as a Service Delivery Manager at Pearson VUE, where he led technical support teams and played a pivotal role in achieving key accreditations in ISO 9001, ISO 27001, and ISO 22301. These experiences have given him a deep, practical understanding of how to align IT strategies with business objectives, manage risk, and ensure accountability.

Mohamed is a dedicated advocate for the tech community, with a strong commitment to mentoring and collaboration. As a skilled migrant, he also brings a unique perspective on the challenges and immense value that international professionals can contribute to the Australian tech landscape. With comprehensive certifications including CISSP, ITIL, and AWS Cloud Practitioner, he is passionate about advancing professional standards and contributing to the ACS's mission of powering Australia's technology brilliance.

Keith is a Business Consultant and Executive Advisor on Business and Technology Transformation, and AI implementation and data practices. A noted author and speaker on the business application of ICT and knowledge worker transformation around artificial intelligence, he has published thought leadership, peer reviews for leading publications, is a keynote speaker, and has guest lectured at various Universities in Australia and overseas. Keith is a member of advisory boards, a business mentor, a company director and director for Not for Profits.

With more than two decades of experience in leading ICT and Cybersecurity functions across consulting, banking, and public sector industries, Krishna cares deeply about bridging the gap between technology and people. He has led numerous digital transformation projects worldwide.
He is all in, whether it's translating cyber risks into business language, mentoring the next generation, or turning complex issues into relatable stories. He is an active volunteer and mentor in the ICT and Cybersecurity industry.  He is also an author of multiple thought leadership articles for various international forums.

Manjusha Bhakta

Manjusha Bhakta is a senior data and analytics leader with deep expertise in data governance, strategy, and AI adoption. She has worked extensively with government, healthcare, and enterprise organisations to design and implement trusted, scalable governance frameworks. An active member of the ACS Victoria Branch and Chair of the Data & AI Special Interest Group, she is passionate about making data governance practical and value-driven, while supporting women in STEM, emerging professionals, and skilled migrants.

Donald Tibbits

Don is a highly experienced information system and security manager, focused on cyber risk management and the growing importance of cyber and information risk governance. He has a particular interest in supply chain cyber risk.

Don is an ACS Certified Professional (MACS CP). He holds a Master of Cyber Security and multiple professional certifications, including CISM, CRISC and CISA. He is a member of the ACS Victoria Branch Executive Committee (BEC) and a Director of ISACA Melbourne Chapter. Don is also actively engaged as a member of other professional associations focused on governance, risk management and security, including AICD, AISA, ASIS, auDA, ISC2 and RMIA.

Michael Holzer

Michael Holzer is a seasoned governance and technology executive with over 30 years’ experience spanning professional services, government, and innovation sectors. As Principal Consultant or CEO, he has led strategic advisory engagements across digital transformation, enterprise architecture, cyber governance, and risk assurance.

Michael has delivered complex, multi-agency programs for Local, State and Federal Government, including program assurance for Emergency Services Telecommunications Authority (ESTA), Country Fire Authority (CFA), strategic architecture reviews for the Department of Justice (Victoria), and governance oversight for Defence and Border Protection initiatives. His work consistently integrates IT governance with broader domains such as legal compliance, cybersecurity, and project governance.

A Senior Member of the ACS since 1993, Michael holds a BSc Degree from La Trobe University and an MBA from Swinburne University . Richard Godsmark

Richard Godsmark is a seasoned ICT leader with nearly 30 years of experience, including 23 years in the Canadian higher education sector. He currently serves as Director of Enterprise Enabling Systems at CQUniversity, where he leads strategic initiatives in IT governance, enterprise systems, and digital transformation.

Richard holds both a Bachelor and Master of Information Technology (with Distinction) from CQUniversity and maintains certifications in Privacy, Security, Risk Management, and IT Service Management. His career has been defined by leading large, multidisciplinary teams and managing complex technology portfolios that support institutional growth and innovation.

Internationally, Richard has contributed to the advancement of the ICT profession through advisory and community roles. He was a member of the IAPP Canadian Advisory Board, supporting national privacy dialogue and professional development, and participated in governance forums for CISO and CIO communities in Toronto. He also supported the launch of Canada’s first national college IT committee, aimed at strengthening collaboration and strategic alignment in cybersecurity and digital strategy.

Now actively building his professional network in Australia, Richard brings a collaborative mindset, strategic vision, and a passion for the transformative power of technology in education and public service.
