There are still many example of less than adequate risk management in the development and operation of information systems that are meant to provide public service. These examples include projects that are well over budget, inappropriate algorithms for making decisions, unsatisfactory IT security, and unacceptable business practices based upon inadequate data – often because of the poor design of the relationships between the components of the IS. These examples continue despite many years of trying to improve practices in governance, service design, project management, and Enterprise Architecture.

This presentation will try, again, to suggest ways of overcoming the bad habits that have developed in IS development and operation. In particular, it will show how to use sound architectural thinking to make the case for proposed IS so they truly create value and how to protect value during IS projects and operations.

This is ACS Canberra Enterprise Architecture SIG
Speaker

Dr Edward Lewis

Dr Edward Lewis

Dr Edward Lewis, now a ‘gentleman scholar’, has strived for nearly 50 years to develop ways that support human decision-making. His PhD in Psychology, particularly in human problem-solving, and experience has shown the importance of developing methods that can make best use of human abilities to create and protect the value of public sector information systems.

His 20 years in the Army and 30 years at UNSW Canberra, Australian Defence Academy, in the School of Engineering and IT, has taught him how to speak engineering, computer science, and Defence fluently.

During his time at UNSW Canberra, he learnt that being an academic was better than working for a living, as he was able to indulge in his passion for thinking about thinking. He has presented many postgraduate and short courses about Strategic Planning, Enterprise Architecture, Business Cases, Human Factors, Systems Design, IT Security, and Risk Management – the current fashionable topics for the decade.

Ed has undertaken over 40 consultancy projects for public and international private sector organizations; including: education of Enterprise Architects in Defence, ICT governance, strategic plans, evaluation of IT outsourcing and major systems development tenders, performance measurement systems, information management policies, service design, and risk management.

Having served his time as chair of the Australian and International Standards Committees that developed AS/ISO 38500 Corporate governance of ICT, he is still is involved in other committees that are responsible for AS/ISO 31000 Risk management principles and guidelines and related handbooks, including HB470 Making decisions about risk; as well as IT governance, IT security and Societal Security. So, he is continuing in his struggles to develop and spread better practices in thinking about risk and other animals.
