10. Independent Review of the Australian Government’s use of ICT -Gershon Review
Are
you interested in being involved in preparing with the ACS Submission
to the Gershon Review? This is an important task as this Review will
impact on how the Australian Government will manage ICT services and
resources into the future. The submission is due at the end of this
month.*
We are asking for volunteers to set up a virtual
working party to develop the submission under the leadership of Len
Joynson ACS National Policy Manager. This may require you to comment on
the Terms of reference or the submission in various ways and add your
experience and expertise as you are in Canberra and deal with these
issues in your working life. If you are interested please send your name and contact to Len Joynson at len.joynson@acs.org.au by COB Tuesday. It is expected that all the work will be done online.
Want to know more before you volunteer? The
Gershon Review has been set up by the Minister for Finance and
Deregulation, the Hon Lindsay Tanner, to examine the efficiency and
effectiveness of the Australian’s Government’s current use and
management of ICT to determine whether the Government is realising the
greatest return from its investment in ICT including how the ICT can be
used to meet the government’s broader objectives and whether better use
can be made of the ICT assets to reduce duplication across government.
The
Minister appointed Sir Peter Gershon to lead the review. Sir Peter is a
former Chief Executive of the UK Office of Government Commerce (OGC) in
the UK Treasury prior to which he had a successful career in industry.
He has also undertaken a similar review of ICT services in the UK.
This
review has a short time frame as it will be reporting to the Minister
in September. A secretariat has been set under AGIMO (Australian
Government Information Office) that will manage the review process.
The
ACS has been requested to provide a written submission addressing the
Terms of Reference and some other matters by the end of May. The
additional matters include whether the ACS think that aggregation or
standardisation would drive economies of scale benefits for the
Australian Government; the use of Off the Shelf products; and whether
there are other key best practice techniques that the Australian
government has not deployed fully or are used elsewhere and the
Australian Government should adopt.
The Terms of Reference has been posted on acs.org.au/act with the media release announcing the review and bio for Sir Peter Gershon.
